Car not starting

Ok so got this 03 wrx. Having an issue where the car dies not want to start. If you give it full throttle it will stumble sometimes. Cant get my code scanner to connect to the ecu either. Any ideas?

Just sold my 05 wrx for 5k and ended finding this gem of an 03 listed for 3000 ended up pyong 2200$ for it. Fully built motor with manley rods nitrided sti crank cp pistons arp headstuds is a 2.5 hybrid with built 2.0 heads as well ported polished and the works. I think i got a pretty damn good deal
